Hi Candleglow, you are correct. A bike lane that is along the side of a street is usually always one way. In the particular spot you are refering to, Wilson Blvd, from Courthouse to Clarendon has one way bike lines in both directions.
If two cyclists tried to pass each other in opposite directions near heavy car traffic the results could be very dangerous to both riders. A term that has been popularized on the internet for this is called "salmoning" or trying to "bike upstream."
