    Its a tough call - I think the official DDOT advice would be to pull off to the left (ie. at the Northwest corner of 15th and L) and wait for the southbound 15th St Traffic to get a green (since L st is one way E-bound, you don't have to worry about 15th street traffic trying to turn right). Its not ideal, but it keeps you from having to jump across 3 lanes of moving L St. traffic.
