    I know there's a 13-hairpin one at Scott's Run

    Not sure if this is what you had in mind, but there's the tight ramp connecting 4MR to the Potomac Yard Trail (exactly 4) or the ramps for the pedestrian bridge over the train tracks at Berwyn Road just north of Lake Artemesia in College Park.
