Noticed lost keys with biycle bottle opener in Arlington

I passed some keys that were near the Harris Teeter at George Mason Dr and Columbia Pike. There were a few brass-colored keys with a blue bicycle bottle opener which I think is something that Arlington County has given out in the past.

Have you found the owner? My mom lost her keys there a while ago. In order not to sleep outside she had to call emergency locksmith SW13 to help her open the door and make new keys. However, she is quite nostalgic about the blue bottle opener she received 5 years ago from the mayor of Arlington County.
