    Default Four Mile Run Trail closed east of Eads

    The trail is closed for the day along the fenceline to the Dominion Substation just east of Eads

    The crew had the Maintenance of Traffic (MOT) plan on site and for this effort which sent cyclists across Four Mile Run and through the park. The MOT appears to have been developed, reviewed, and implemented by folks with no knowledge of the trail network in the area. Pesky details included lack of signage in the Alexandria Park and the unnecessary closure of the FMR Trail between Mount Vernon Ave and the west end of the wastewater plant - the trail is unaffected to the west of Eads (although this is shown as a warning).

    Westbound cyclists were going around the Porsche dealer to Eads and continuing on FMR trail.

    Unclear why BikeArlington, Parks and Rec (owners of the FMR Trail), Alexandria (owners of the detour route), and BAC/PAC hadn't been notified.

    Crew indicates the project/closure will be for just today. I spoke with the Dominion project manager and suggested they want to review this before the potentially longer closure in a couple of years to bring the power to the substation under the Four Mile Run.

    And isn’t this another place where the County/City line gets blurred? FMR is in Alexandria on at least some of the approach to the closure behind Porsche so we have that issue of whose jurisdiction is it.

    Crazy that they opted to close FMR from Mt Vernon if work is only at the site of DOM substation. Should’ve been able to divert out at Eads or at worst by S Glebe & S Hill Street at the west end of the WPCP.

    I believe the closure near Mt Vernon is going to move east to where the FMR Trail intersects Eads. I had a good conversation with the contractor on site and a couple of phone conversations with the Dominion manager.

    Combination of sloppy planning, poor coordination, and weak execution.

    Lucky this will only suck for a day. The contractor did seem sensitive to the need for a good trail patch. Something to look at tomorrow.

    What will the longer-term project entail? Are they burying the overhead power transmission lines?

    It was mentioned in a civic association meeting in April 2019 and I captured

    "In a civic association meeting this week, Dominion presented on the closure of the power facility in Alexandria (east of US 1 near Shoppers), removal of the power poles in Four Mile Run near US 1, and upgrades to the substation at the foot of Eads.

    They are going to take the underground feed which comes up near the Shoppers and bring it right into the Eads substation, and replace some of the equipment in the substation.

    This will necessitate some closures of the FMR Trail just west of US 1 by the substation. "

    So I'd expect that there will be a fair amount of work going on around the substation. Given the power cables will have to be moved before the poles can be removed, this is likely to take a while. My conversation with the Dominion staff today led me to believe it was a couple of years out. I'd like to think there is time to plan the detour in coordination with the Alexandria Bike and Ped Advisory Commission, Arlington's BAC and PAC, and the local community. The detour could, if we make the investment, be around the Porsche dealer (if the sidewalk on Glebe from Eads to US1 is improved).
