The Office of the County Executive (CEX) is seeking a Program Manager II to coordinate the Vision Zero initiative. Montgomery County launched the Vision Zero Two-Year Action plan on November 1, 2017. The action plan sets an ambitious target of lowering severe and fatal crashes for all roadway users (drivers, passengers, pedestrians, and cyclists) in the County by 35% in 2019 and eliminating them by 2030. To reach the County's goals, the plan sets 41 action items for County departments and agencies to implement by November 2019. Action items touch nearly every County department and are broken out into the topic areas of engineering, education, enforcement, traffic incident management, and law, policy, and advocacy. At the expiration of the two-year action plan, the County will develop a long-range plan to reach its 2030 goal. With the ambitious and wide breadth of the Vision Zero initiative, the Vision Zero Coordinator will coordinate and champion the initiative. The coordinator will work primarily with the Departments of Transportation, Police, Public Information, Fire and Rescue Service, and the Office of the County Executive to utilize over $117 million in dedicated operating and capital resources for engineering, enforcement, and education/outreach activities.

Duties include, but are not limited to:

Coordinating, championing and administering Vision Zero related programs and activities within County Government.
Working with County employees and/or contractors to develop and implement traffic safety campaigns.
Leading and organizing monthly steering committee and quarterly partner meetings.
Facilitating work groups and committees related Vision Zero.
Building and maintaining relationships across local and state governments and in the community to inform all parties about Vision Zero and move the action plan forward.
Creating and implementing various education and outreach strategies.
Writing yearly progress report.
Maintaining Vision Zero website, social media accounts, public calendar and newsletters.
Administering contracts, grants and agreements with vendors, contractors, businesses and agencies, as needed.
Assigning and tracking expenditures made from the Vision Zero non-departmental account.
This is a five year term position. Continued employment in this position is contingent upon renewal of term.

This position requires the ability to attend meetings or perform work at locations outside the office.
