Woom 2. Take the pedals off and use as a balance bike until they ask for pedals.

(You didn't mention budget. A balance bike would be more budget-friendly)

For balance bikes, I agree with Tim. For little kids, Strider is excellent: the bikes weigh 6lbs or less.

For a 3 yr old I agree with Dasgeh; something like a Woom or Isla 14" bike. Three is old enough to be able to able to heft the extra weight -- and probably old enough to have the legs to pedal once balance is sorted (my younger son has been pedaling his Isla now since about 2 and a half; it helps to have an older brother to chase).

And you don't need to buy new. Kids beginner bikes are on craigslist All The Time. Sell them for what you bought them for when the kiddoz grow out of them. It is the lending library of bikes.

I've had good experience with the Stampede Charger 12". I considered the Woom, but my son was a pretty little dude last xmas, maybe too small for a 14". He has younger cousins so I figured we'd replace the balance bike with a pedal bicycle when he's ready for one and pass the balance bike along. I liked the Stampede because of the fat pneumatic tires and because it has a brake lever that operates a rear drum brake. It's good practice.
